L'energy efficiency of a building it can be a clear indicator of how much the user will pay for electricity. Each building, through the energy efficiency classes, is assigned a score and from this year the class must be indicated at the time of sale or rental of a property; in fact, since 1 January 2012, the obligation to indicate on the real estate ads, for sale or for rent, the energy class of the apartment or house in question. The buyer has the right to be informed about the energy rating of the building in question but the obligation which became enforceable at the beginning of the year is completely ignored. Only in the Lombardy Region the real estate advertisements take into account this obligation, in fact, the Lombardy region is the only region that provides penalties for those who omit the energy class, in the other regions the obligation is completely ignored.

Only 4% of the real estate advertisements published since the beginning of January have adapted to the new legislation. The low percentage reflects the lack of a real system of control and sanctions. The only virtuous example is given by Lombardy, which confirmed the obligation through regional measures that set fines of up to 5,000 euros for advertisers who omit information relating to the energy class of the proposed property.

The obligation to indicate the energy rating in the real estate ad it is completely ignored, probably because, to obtain the energy certification, the owner of the property must pay a cost that is between 200 and 300 euros. Those who want to sell or rent a house have in mind to earn money and not spend it, therefore Confedilizia proposes the solution of self-certifications if the owner of the property declares the highest level of energy management costs. The solution proposed by Confedilizia would be ideal because according to estimates by Fiaip (Italian Federation of Professional Real Estate Agents), 80% of Italian properties belong to energy class F, precisely at the highest cost level of energy management.
